For cosmetic companies operating in the European Union (EU) cosmetic market, compliance with Regulation (EC) No 1223/2009 is key. Two of the most critical components in ensuring cosmetic product compliance are the Product Information File (PIF) and the Cosmetic Product Safety Report (CPSR).
The PIF is a comprehensive dossier that must be compiled for each cosmetic product before it is placed on the EU market. It serves as a repository of all essential product information, enabling authorities to verify compliance in case of audits. Key components of the PIF include the CPSR, manufacturing and compliance with Good Manufacturing Practices (GMP), labelling, claims and animals testing data.
The PIF acts as a "living document" meaning it must be kept up to date whenever there are significant changes to the product’s formulation, labeling, or manufacturing process. It must be kept for at least ten years after the last batch of the product is placed on the market.
At the heart of the PIF lies the CPSR. This document ensures that every cosmetic product sold in the EU is safe for human health under normal or reasonably foreseeable conditions of use. The CPSR is divided into two distinct parts: Part A - Cosmetic Product Safety Information and Part B - Cosmetic Product Safety Assessment.
Part A of the CPSR gathers all the necessary and relevant data to carry out the safety assessment, including product formulation, exposure assessment and risk characterization. Part B is the final statement on the safety of the cosmetic product, under its normal and reasonably foreseeable use, based on all the information provided in part A.
PIF and CPSR play a vital role in ensuring regulatory compliance, consumer safety, and market access for cosmetic products. Regulatory compliance is essential for legally marketing a cosmetic product in the EU, as non-compliance can result in fines or product bans. These documents also help guarantee consumer safety by assessing potential health risks associated with the product’s ingredients and formulation. Additionally, maintaining proper documentation facilitates smooth market access, as regulatory authorities may restrict or remove non-compliant products. Finally, having a well-documented PIF and CPSR enhances credibility, demonstrating a commitment to transparency, product quality, and consumer trust.
